Chartered on August 23, 1872, the Richmond County School System (RCSS) has the oldest public school in the South and the 5th oldest public high school in America. Several RCSS schools are on the National Register of Historic Places. Richmond County is steeped in history, and our school system strives to move education forward and provide students with opportunities to succeed.

Our Strategic Plan

This is a strategic map for the Richmond County School System, outlining objectives and critical initiatives for student achievement, stakeholder engagement and communication, talent development, and safe and secure learning environments from 2025 to 2030.

Every five years, the Richmond County School System (RCSS) in a comprehensive review and development of its Strategic Plan. This collaborative process brings together a diverse group of stakeholders, including students, parents, community members, and school system employees to shape a shared vision for continuous improvement.

For the 2025-2030 Strategic Plan, RCSS partnered with Cognia, our accrediting agency, to guide the development process. The result is a forward-looking plan that reflects the collective priorities and aspirations of our stakeholders.

Cognia (formerly AdvancED/SACS) is the world’s largest nonprofit accrediting agency for K–12 schools and school systems. Cognia provides trusted expertise, research-based standards, and actionable feedback that help schools strengthen teaching, learning, and overall system quality.

Accreditation through Cognia is important because it ensures that our school system is:

  • Providing clear evidence and artifacts of quality instruction and operations

  • Committed to a continuous improvement process that centers on meeting the needs of all learners

Earning accreditation affirms that our district is providing students with a high-quality educational experience and is continuously working to improve.

Cognia Performance Standards for K–12 Institutions

Cognia evaluates school systems using its Performance Standards, which examine leadership, learning, resource management, and overall system effectiveness. These standards guide schools toward sustained improvement and student success.

 

Results of the 2024 Cognia Engagement Review

During the 2024 review, Cognia assigned Richmond County School System an Index of Educational Quality™ (IEQ™) score. This score reflects a system’s performance and its commitment to continuous improvement.

An IEQ score above 300 indicates the institution meets Cognia's expectations for accreditation, including one or more areas of improvement and potential noteworthy practices.
