WHAT ARE HOSPITAL / HOMEBOUND (HHB) SERVICES?

Liaisons between the student and their Richmond County (RC) school to provide continuous education for seriously ill/injured or temporarily disabled students through the combined efforts of a hospital/homebound (HHB) teacher, the school administration, the Department of Student Services and the parents.

HHB services consist of face-to-face academic instruction (no virtual services) for "core" classes only {math, science, social studies & English}, customarily in the child's home, for students in grades 1-12.
HHB services are designed to be temporary and are typically 9 weeks or less.
HHB services are designed for currently enrolled RC students whose “continued care” licensed physician or psychiatrist states they are confined to a hospital or their bed at home for a minimum of 10 consecutive school days (calculated from the date the Student Services office receives the completed medical form) due to a medical or psychological condition, which is acute, catastrophic, chronic or repeated intermittent.
HHB services provide a maximum of 3 hours per week of instruction with a designated HHB teacher, who relays the assignments created and subsequently graded by the student’s regular teacher(s). When possible, one of the student's regular teachers will provide the service.
HHB teachers are not permitted to travel across county or state lines to provide services. All services must be provided within Richmond County.

Submission of a HHB service request does not guarantee approval.

Approval of HHB services does not guarantee:
Passing grades,
Promotion to the next grade level,
Continued enrollment in a magnet school or special program, if applicable,
Protection from the "Georgia Compulsory School Attendance Law" {court} § 20-2-690.1.
Or graduation, if applicable.

NOTE: The Special Education Department (SpEd) offers "home-based instruction" for students who qualify for SpEd services. Parents should contact the SpEd Program Specialist at your child's school or the Special Education Department @ 706-826-1132 for more information on home-based instruction.

HOW DO I APPLY FOR HHB SERVICES?

Your first point of contact for HHB information must always be the designated person at your child's school.

While at the school to meet with the HHB Contact, parents must make arrangements with their child's teachers to obtain their assignments until IF/when HHB is approved, as services are not backdated to cover absences or assignments prior to the date Student Services receives a complete packet to process.

Students diagnosed with asthma, diabetes and seizures must have a “Medical Care Plan” on file with their school nurse prior to HHB being considered. For your convenience, our forms for these diagnoses are provided here: Asthma / Allergy Diabetes Seizures but we also accept the doctor’s care plan form as well.

HHB Service Types

WHAT HHB SERVICES ARE NOT:

a. A replacement for regular school attendance and instruction, as it only provides 3 hours per week maximum, if approved and applicable.
b. Virtual or online school.

d. Private, free tutoring.
For free tutoring, ask your child's current teachers about after-school tutoring. Or go to FREE tutoring via FEV Tutor & FREE tutoring via Ga DOE
e. "Home based instruction" provided by the Special Education Department for students who are eligible for special education services.

"School Choice" offers RCSS students a variety of options to attend a school other than what they are zoned for. The contact person for all "School Choice" options is Brian Hadden @ haddebr@boe.richmond.k12.ga.us and 706-826-1136.

WHO DO I CONTACT REGARDING THE ADMINISTRATION OF APPROVED INSTRUCTIONAL SERVICES?

Services for General Education students are managed through the Department of Student Services by Health Coordinator, Amelia Holmes @ 706-826-1310, ext 5564.

Services for Special Education students are managed by the Special Education Department, by Dr. Courtney Flournoy & Keiant e Williams in the Special Education Department @ 706-826-1310, extensions 5518 and 5635.

The viewing of the HHB Teacher Training PowerPoint & the submission of the 2 required forms is required before the teacher begins providing HHB services. Upon completion of the training, submit the 2 required forms to Ame Holmes, holmeam@boe.richmond.k12.ga.us.

2025-2026 Payroll Schedule - To determine your pay date
$ PAYROLL INFORMATION $

Timesheets for ALL services provided during the month MUST be submitted to Ame Holmes in Student Services (reg ed students) & Keiante Williams in SPED (SpEd students) by the end of each month - NO EXCEPTIONS.

Your pay dates are determined by your submission dates. To determine what check your pay will be on, please refer to the link above for the "Pay Schedule".

For the teachers' convenience, a pre-filled Timesheet and Parent Contact Log for every student approved for HHB is forwarded to your schools HHB Contact, along with all approval details, which should be forwarded to you upon your acceptance of the duty.

Timesheets are for teacher payment only & can only list "instructional visits" - where assignments are given & the work is completed by the student. HHB timesheets are not to be used for "SPED home instruction".

Parent Contact Logs are for logging ALL methods of contacts between the teacher, student & parent/guardian during the approved date range. Methods of contact include calls, texts, emails & in-person conversations.

Each timesheet must include a Parent Contact Log when being submitted for payment.

* We must receive a Parent Contact Log regardless of any HHB services being provided, to be filed in the students' official HHB casefile kept in Central Office.

All timesheets must be submitted at the end of each month and/or when you receive notification that services have ended.

There are no "virtual" services for HHB. All HHB services are IN-PERSON ONLY. You may provide the service at the student's home or at a mutually agreed-upon location.

HHB teachers are not permitted to travel across county or state lines to provide services. All services must be provided within Richmond County.

PAYMENT FOR SERVICES

Teachers are paid their base hourly rate of pay per hour for every service hour provided. To determine your base rate of pay, inquire with your home schools bookkeeper.

Gen Ed students:

Submit to Ame Holmes - Student Services, via fax at 706-826-4626 or emailed to holmeam@boe.richmond.k12.ga.us After processing, we will forward them to our bookkeeper for payment.

SpEd students:

Submit to Keiante Williams in SPED via fax at 706-826-4649 or emailed to willike@boe.richmond.k12.ga.us Please contact Ms. Williams if you did not receive the pre-filled timesheet and/or Parent Contact Log.

NOTE: Hospital/homebound timesheets cannot be used for "home instruction" services. "Home instruction" teachers should contact the schools Program Specialist for "home instruction" timesheets.
Educational Services Plan Form
This form can be used to document the specifics regarding the hospital/homebound services. SST, 504, or IEP plans can be updated and used in lieu of this ESP form. All documentation should be uploaded into the student's Person Documents Tab in Infinite Campus.
